Land use policies aim to shape a pedestrian-focused downtown by:
- Promoting parks, mixed-use developments, and housing while discouraging auto-oriented and industrial uses.
- Prohibiting new drive-throughs and ensuring that development aligns with pedestrian-scale design principles.
- Encouraging architectural articulation, green roofs, and small urban plazas to enrich the public realm.
